I don't know the correct technique,even I'm learning it.
But this is what I do:
1. Take a printout of the picture/figure you want to cut.
2. Take a black(or white)colored paper of same size as that of printout.
3. Paste the edges of both the paper together with sellotape so that they don't misalign while cutting.
4. cut out the figure you wish with a cutting knife.
